City council cracks down on ‘vulgar’ merchandise at popular beach destination
The Virginia Beach City Council passed a resolution Tuesday strongly encouraging retailers on the popular Atlantic Avenue boardwalk to voluntarily remove what they call "indecent" or "vulgar" clothing from displays.
